Governance of the Creative Economy Development Program for the Craft Subsector in Kota Palopo

This study analyzes the governance of creative economy development programs in the craft subsector in Palopo City using Hill and Hupe's multiple governance framework, which distinguishes between constitutive governance, directive governance, and operational governance. The study employs a qualitative approach with a single-case study design. Data were collected through in-depth interviews with 11 purposively selected informants, direct observation, and documentation, and were analyzed thematically. The findings show that, at the level of constitutive governance, craft development is supported by an institutional framework that distributes authority between Dinas Pariwisata dan Ekonomi Kreatif, serta Dinas Koperasi, Usaha Kecil dan Menengah while Dewan Kerajinan Nasional Daerah serves as a supporting actor. At the level of directive governance, institutional mandates are translated into training, design assistance, product standardization, exhibition facilitation, capital assistance, business legalization, access to financing, and marketing support. At the level of operational governance, access to and utilization of these programs vary among craft producers. Their experiences are shaped by access to information, participation in networks, administrative readiness, the alignment of activities with business needs, access to capital and markets, and their capacity to apply knowledge and technology. The findings demonstrate that the existence of institutional arrangements and development programs does not automatically produce uniform access and utilization among craft producers. Program implementation is also shaped by the relationship between government interventions and the conditions of their intended recipients.
